Claim: Trustees Cynthia Roenisch, Kevin Saavedra, and Jenny Holden voted unanimously with each other on 207 of 208 votes where all three were present, December 17, 2024 through March 10, 2026 — 32 board meetings, one dissent between them.

Data source

Vote records extracted from official TUHSD Board of Trustees regular and special meeting minutes, published on the district's website at tamdistrict.org/about-us/board-of-trustees/meetings, and cross-referenced against video recordings on the district's Board Meeting Videos page.

Time window

December 17, 2024 (the date Trustee Holden was sworn in) through March 10, 2026 (the last meeting included in the analysis at time of publication).

Definitions

• Universe: every recorded roll-call vote at which all three of Roenisch, Saavedra, and Holden were present.
• “Unanimous with each other”: all three trustees voted the same way — all AYE, all NAY, or all ABSTAIN.
• Excluded: votes where any of the three was absent; procedural voice votes without a recorded roll call; items withdrawn before vote.

The one dissent

May 20, 2025 — Extension of the Assistant Superintendent of Education contract. Trustee Saavedra voted NAY; Trustees Roenisch and Holden voted AYE.

Data source

Public-comment records extracted from official TUHSD Board of Trustees meeting minutes and video recordings, cross-referenced with written correspondence submitted to the board.

Definitions

• “Community request”: any public-comment statement asking the board to take a specific action, review a specific policy, or address a specific concern.
• “Official board action”: a board vote, agenda item, or formal directive to the superintendent taken as a result of the request.
• Excluded: general expressions of opinion, thank-yous, and complaints that did not identify a specific requested action.

District Ranking Decline (−84 Spots)

Claim: TUHSD's statewide district ranking has dropped 84 spots — from approximately #251 to #335 out of roughly 1,540 California school districts — since the 2018–19 baseline.

Data source

SchoolDigger California school district rankings, which aggregate school-level rank percentiles produced from California Department of Education (CDE) accountability data.

Time window

Baseline year: 2018–19 (the last pre-COVID year with normal testing participation and reporting). Comparison year: most recent completed reporting year at time of publication.

Caveats

• SchoolDigger's district rank is an average of member schools' rank percentiles, weighted by student population.
• Districts with fewer than 30% of member schools ranked are excluded from the SchoolDigger universe. TUHSD meets the inclusion criterion.
• Rankings are inherently relative: a district can fall in rank because it has declined, because other districts have improved, or both.

Claim: TUHSD spends $27,690 per student per year (2024–25) — 34% above the California high-school-district average of $20,693. Per-student spending has risen 41% since the 2018–19 baseline.
